Assuming you do not currently have a camera club near you, I would suggest you contact local state body - I found this site here http://www.photographynsw.org.au/index.html or contact APS here http://www.a-p-s.org.au/index.php
I am sure they would be happy to point you in the right direction.
Also there is a member here who has recently done a similar thing overseas.
thanks matt i will check them out. I have searched for a camera club near us and the closest one is over 40 minutes drive....
I personally think AP is the best "camera club"

Paul, although internet forums have their value, IMO they are certainly not 'camera clubs'.
The two both offer unique experiences for people, and both have their places.
I emailed both those websites and still have not come up with any info, so if anyone is a part of a photography club could you please pass on any info you have regarding the start up and procedures of a photography club.

Also ~ a few years ago, Kodak (in Coburg, Melb) had a User Services branch which produced pamphlets for us photogaphers, and one was entitled "starting a camera club"
Whether Kodak still have such things I don't know, but you might like to explore this path.

The FCC of NSW is the correct body to contact as indicated above, having personal knowledge of all involved I would suggest contacting the secretary or treasurer if you are after a quick answer rather than the president.
