I have just upgrade from a 450D to a 7D and now up to 18mp...since using the 7D i've noticed when viewing the photo's they all look out of focus, but when I resize down for web use they are actually in focus so im wondering if my laptop video card or something just cant handle the bigger resolution of the photo's? Does anyone know if this is right?

Can't help with an answer but it might help the techo's if you add some specs for your lappy, make, model, processor, RAM, graphics card etc :)

1/ It's possible that you are seeing the lower resolution of your lens being 'outed' by a fairly hi res sensor (assuming you are looking at the images at 100%, ie pixel level). Which lens are you using?

2/ Maybe your shots ARE slightly out of focus.

3/ Maybe you are shooting without consideration for optimum sharpness, ie at shutter speeds that introduce camera shake or apertures that are not optimum but you got away with it on the other body.

Maybe all of the above.

I was going to ask a similar to question to John - what shutter speed are you using and are all of the shots OOF or just the occasional? I doubt it's your graphics card; and it's fairly normal for slightly OOF shots to 'appear' in focus when reduced in size. When you got the 7D, did you buy new lenses for it or are you using the lenses from your other camera?
