i have updated my computer, and part of that was loading lightroom and photoshop2020
ps is much the same as my old version, wasn't expert at that either
what i want to do is remove the blown bits in this image as i think they decrease the impact
i tried healing them with the brush and content aware option.
i have burnt them in a bit, but am still not happy
all info appreciated

I'll be curious to read this thread because as far as I know it's a lost battle and it's time to retake the shot or move onto the next one. But, I'd love to see a solution.

The two ways I try are to either use a luminosity mask to select the whitest whites... but I'm assuming you're not too well versed in luminosity masks? So a similar way I'd try is create a new blank layer and change blend mode to Darken, then use the colour picker tool to select the shade of red you want the spots to be, and brush that colour into the blown bits - then adjust opacity accordingly.

Similarly, you could create a new merged layer, set blend mode to Darken and then Clone & Heal from the red bits into the blown bits. Adjust Opacity accordingly.

Like I said, though, neither of these options will give you a pleasing result... it's just all I know. So I'd be keen to see any better tips. :)

tried to work on.

Have you tried the quick fix, ie open in Camera Raw, use the highlight slider to the max, rinse and repeat till you get the desired result.
You will probably need to have a fiddle with some other adjustments as well to achieve your desired result.

how do i open camera raw in either of these packages?

With my set-up unedited images open automatically, but you can open any image in RAW from the drop-down under 'Filter'
