Actresses Halle Berry and Jennifer Garner testified before the California Legislature on Tuesday in support of an anti-paparazzi bill that would ban taking pictures of children without their parents’ written consent.
According to NBC (http://www.today.com/entertainment/jennifer-garner-halle-berry-get-emotional-plea-protect-kids-paparazzi-6C10916515), both actresses said their children had been repeatedly traumatized by herds of photographers looking for gossip fodder:
“I don’t want a gang of shouting, arguing, lawbreaking photographers who camp out everywhere we are all day, every day, to continue traumatizing my kids,” testified Garner, who has three children with husband and actor Ben Affleck. “They have a bounty on their heads every day.”

California Senate Bill 606 (http://leginfo.legislature.ca.gov/faces/billNavClient.xhtml?bill_id=201320140SB606) would expand the state’s definition of “harassment” to include photographing, following or lying in wait for a child without the written consent of a parent or guardian — provided such behavior “seriously alarms, annoys, torments, or terrorizes the child or ward, and … serves no legitimate purpose.”
The bill, which passed the state Senate unanimously and is now headed for a vote in the Assembly, threatens non-abiding paparazzi with fines of up to $30,000 and a year in prison.
Representatives for the Motion Picture Association of America, the California Newspaper Publishers Association and other groups have opposed the bill, saying it could hinder newsgathering and other legitimate activities.

New Jersey is considering a new law that would make it a third-degree crime to photograph children without parental consent. More specifically, bill A3297 (http://files.statesurge.com/bills/a3297-new-jersey-712915/files) would prevent people from shooting photos or videos of children when “a reasonable parent or guardian would not expect his child to be the subject of such reproduction”. Apparently the bill was proposed after a 63-year-old pedophile was caught recording young children at a swimming pool last summer, but was released because he hadn’t committed any serious crime. In New Jersey, third-degree crimes carry potential punishments of 3-5 years in jail and a $15,000 fine.
It’s too bad bad a few bad apples always seem to ruin things for legitimate photographers.

Jeez it must be tough to be "famous" and have kids! Would these people be happier if there was no reason for the paparazzi to want to take these photos?
Go and live in Baghdad!
