What sort of website do you want to build and what do you want to be able to do with it? Translation of Am's tongue in cheek response...

How competent are you at building websites? How much money have you got

If you just want to start with a play around, why not go and try a free weebly one? https://www.weebly.com/au If you like the idea, then you can upgrade to a paid version.

If you want to build a photography site, you can build something easily on the photo hosting sites like smugmug. This is my personal photography site built on smugmug. It does depend on what you want to do with photos. Smugmug don't offer local printing but do allow you to sell digital images.

If you want to build a non-photography related site, you can do it on something like wix.com. We built our company one on wix and they have heaps of templates.
