if you use Firefox there is a good one (freebie) as a plug-in -- Exif viewer. worked well for me in XP and now in Vista

Depends on what you want it to do. If you are after a stand-alone EXIF viewer with the most comprehensive and accurate results (i.e., able to correctly read more of the often difficult maker notes section than others to allow you to, for example, discover which of your various 24mm lenses took this shot), them Photome is the gorilla in the bedroom. Download it here: http://www.photome.de/ (Free program, no catches, still under active development with frequent updates which it can self-download if you wish.)
Another vote for PhotoME, but if you really want to know the gritty bitty details there can be only one: Phil Harvey's EXIFtool, per suggestion in combination with EXIFtoolGUI. EXIFTool is the most complete of them all!
