You need to reduce two things
- The size in pixels on the longest edge
- The filesize, which is controlled by the JPEG compression level
To make that easy, you can use BDsizer http://www.softpedia.com/get/Multime...BD-Sizer.shtml

If you don't want to download a new program and have Windows 7 or greater, Paint will resize the image quite easily. Just don't forget to choose "Save As" after re-sizing so you don't make your original smaller. In the home menu just click on resize select pixels instead of percentage and choose a size under the maximum allowed for the site. Picture is below as an example.

Usually I resize using CS3 as I often have it open on image anyway for PP. However, sometimes when batch resizing I use the free tool Faststone photo resizer (http://www.faststone.org/FSResizerDetail.htm).
