Why do people put the "and" in ?

So often people put "C and C welcome" or "C & C welcome".
Why the "and"?
My understanding is that CC is "Constructive Critique"
How can you ask for "Constructive and Critique"?

I've always taken it to mean comments and critique.

Absolutely, old dog, this is one of the biggest issues of 2011 and has to be sorted before the new year

LOL. (yes I am joking).
You have to realise, that for years my first job was a proofreader, so I tend to have an ingrained pedantry about the stupidest things to do with words, meanings, etc.
