May be a silly question, but what do you mean by "dragging the shutter"? I can't say I've heard that expression before.

now that sort of thing may be worth some money, certainly more artistic than that boring old old river rhine shot.

you may know it as a curtain sync.
just means leaving the shutter open longer than the flash needs to allow for more ambient light. very creative when the subject is in motion
