I have a canon 24-70mm 2.8 L I want to use in a wedding reception type ballroom. To take photos of people would I need a flash using this type of lens?.

A photographer is a lens on one end and a fool on the other.
Depends on the light and what sort of photos you are after, Id be prepared to do both natural light and flash work

Given that wedding receptions are usually in the evening, so its dark, and that dancers move fast enough that motion blur is a real problem I'd say you'll need flash for most of your photos. You are unlikely to be able to get the shutter speed high enough to get the happy couple crisp otherwise. Some blur can add interest, but having everything in every shot at least somewhat fuzzy is unlikely to be whats wanted.
To get really nice shots you'll want to get the flash off camera...
