how do I?:::::::make the windows in cs5:::::::

I dont even know what its called lol.......but I want to be able to make the pics have the ruler thing around the edge and for it not to move....? when I make an image smaller, the image has lots of empty canvas around it. How do I get the rulers to stick to the image so I can have 3 images open in the workspace? next to each other without all the empty canvas.
Am I making any sense?
