Try leaving it on the dashboard for a couple of hours.

You can get gel pack hand warmers off eBay - I was given a bundle as a gift so cannot suggest any specific site. Essentially single use, disposable items so not keen on them.
The other option is to use battery powered warmers as used on telescopes but I suspect most of the wraps are too large.
