Attachment Dialog option not available - Help

Not sure if this is the wrong forum to post this request but is anyone else having this issue - when I click on the icon to add a photo to a new post - the dialog only shows the option to input a URL, not to browse the file system to upload a photo.
It has been some time since I have last posted but I seem to remember the dialog used to have two options, one to use a URL and one to upload a file from the local file system of photos no larger than 400K.

I have tried this in both Firefox and Chrome and both present the same problem.

Help needed :-)

Thank Rick - I ended up using that option but wasn't sure if that was the process now.
