As far as I know the vignette tool is always centered, and it's post-crop so you can't apply it then crop to have it off centre. To get a vignette effect off-centre you can use the Radial Filter tool and adjust settings (exposure, etc) as desired. It's a more manual process but gives more flexibility - for example you can add a bit of blur towards the edge of the frame as well if desired. If you want a shape that is not circular / oval you can apply a 'vignette' using the Graduated Filter or Adjustment Brush. (The Graduated Filter is useful to darken the sky across the top of the frame in landscapes for example).

you can use something like Viveza, from the Nik Software collection to create a centre and then vignette based on your chosen 'centre'.
