Any good software can use for create 8x2 passport photo??

I am not sure exactly what you are trying to ask here but most software from the basic "freebies" to the most expensive and advanced programs can produce images at the required size and quality that you would need.

Give us some more details as to what exactly you want.

Even MS Windows has a printer wizard to let you do this, or Photoshop.
If it's to make photos for Australian passports, have you read the requirements? They're here... Am.

You dont need good software to 'create' a passport photo, you need a camera to take the photo. Most editing software can resize and crop it to your needs, even free stuff off the net

I used http://www.epassportphoto.com/ which are free. They give you the exact dimensions needed for the head size and then create a 6x4 print with the correct sized photos. All my photos done via this method were accepted by the very strict Post Office woman!
